Bhubaneswar (Latitude ; 20º 15'N, Longitude : 85º 52' E), is the capital city of Orissa, situated at an altitude of 25.9 meters above the sea level. It has a bracing climate with the normal maximum and minimum temperatures of 32.4ºC & 25ºC respectively. The annual rainfall is 1450 mm, out of which about 80% is received during the monsoon season from June to October.
Bhubaneswar, the Chakra Khetra, is described as a Temple City of Orissa, where numerous temples were built during 6th century A.D. to 15th century A.D. The Mukteswar temple is one of the most beautiful temple and is described as a dream realised on sandstone. The superb Temples of Kedargouri, Parsurameswar and Rajarani bear the testimony of art, architecture, mathmetics, culture and religion.

The Central Library of the University was formed by integrating the Libraries existing in the Constituent Colleges. It was originally proposed to make the Library building a five storied one and foundation had been laid down accordingly. The foundation stone was laid by Sri S.K. Patil, the then Union Minister for Food and Agriculture on the 30th December 1960. However, in 17th January, 1968 the building was made available for housing the Library and on this day, the Library was officially opened by Dr. Ajudhia Nath Khosla, His Excellency the then Governor of Orissa and the Hon'ble Chancellor of the University.
